Besides the political interpretation, I think that they want to tell, that one's heart isn't a servant. People shouldn't mindlessly obey to orders like in army - 'kill the others' etc. I think it's a double meaning of 'They want my heart at RIGHT place, but it beats up there, on left". 'Right' can mean conservative, as well as 'on the place which we WANT it to be' like in army. Although soldiers should obey and dont discuss their views on some things, they are humans too, and have emotions as well.
