2. "Devil on my shoulders, the lord as my witness, so I'm on my libra scales I'm weighing sins and forgivess" means he has a lot of temptation, sin, vice, and other things that's weighing on his shoulder (conscience) even if they're secret God still sees everything so Wayne is referring to the scales of justice when we face judgement.
